Notice on Further Standardizing Campus Traffic Order

To all faculty and staff, campus residents and visitors,

To further standardize campus traffic order and create a safe, stable, and harmonious working and living environment, and in accordance with HUHST’s Campus Traffic Safety Management Regulations, Campus Parking Fee Management Regulations, and other relevant traffic safety management requirements, HUHST will implement strict management of campus traffic order starting from today. The specific requirements are as follows:

I. Strict Prohibition of Speeding, Overloading, and Honking

The speed limit on campus is 30 km/h. No vehicle is allowed to exceed the speed limit or carry excess loads. Besides, honking is strictly prohibited.

II. Strict Prohibition of Blocking Fire Lanes

The entrance and exit lanes to all buildings on campus must not be blocked under any circumstances.

III. Strict Prohibition of Parking Violations

Parking in non-designated areas, parking against traffic, parking with the vehicle facing the wrong direction, and occupying two parking spaces are all considered violations of parking regulations.

IV. Strict Control of Not Yielding to Pedestrians

With the high density of pedestrians on campus, vehicles must yield to pedestrians, especially at zebra crossings.

V. Strict Control of Unregistered Vehicles

Vehicles not registered in the intelligent gate system of HUHST are prohibited from entering campus. If entry is necessary for special reasons, approval from the Security Department is required.

VI. Thorough Inspection of Traffic Violations

For faculty and staff vehicles, violations will be dealt with in accordance with Article 8 of the Campus Parking Fee Management Regulations. For the first violation in a year, a public online notice will be issued (including the individual’s name and his/her affiliated department/school). For the second violation, access rights will be suspended for one month. For non-faculty/non-staff vehicles, the first violation will receive a warning, and the second violation will result in the vehicle being added to a blacklist and prohibited from entering the campus.

VII. Parking Fee Management

In accordance with the Campus Parking Fee Management Regulations (XZF [2014] No. 67, revised in July 2018 based on the approval of the Loudi Development and Reform Commission), parking fees will apply to vehicles of non-faculty/non-staff members, starting from December 10, 2020.

VIII. Joint Efforts for Comprehensive Management

Campus traffic order is crucial for the safety of faculty, staff and students, as well as for maintaining the positive image of HUHST. All departments, schools, and faculty/staff members must collaborate and engage in traffic order management. We also encourage faculty and staff to actively supervise and report any uncivil or unsafe traffic behaviors to help maintain a safe, stable, and harmonious campus environment.
